320 found in Syrian mass grave; rebels blame Assad

Syrian opposition activists accused President Bashar al-Assad's army on Sunday of massacring hundreds of people in a town close to the capital that government forces recaptured from rebels.

In the town of Daraya, southwest of Damascus, some 320 bodies, including women and children, were found in houses and basements, according to activists who said most had been killed "execution-style" by troops in house-to-house raids.

Activists uploaded several videos to the Internet showing rows of bloodied bodies wrapped in sheets. Most of the dead appeared to be young men of fighting age, but at least one video showed several children who appeared to have been shot in the head. The body of one toddler was soaked in blood.

Due to restrictions on non-state media in Syria, it was impossible to independently verify the accounts.

Clashes are raging across Syria as the 17-month-old rebellion grows increasingly bloody, particularly in the northern city of Aleppo, where the army and rebels appear stuck in a war of attrition.

Fighting in Aleppo on Sunday was the heaviest in the past week, according to Reuters journalists on the ground.

Fighter jets dropped bombs and fired missiles on rebel-held districts in the south of Aleppo, Syria's largest city, as residents fled in panic. Reuters journalists there heard heavy explosions as clouds of black smoke rose a mile into the air.

The uprising, which began as peaceful protests, has become a brutal civil war. United Nations investigators have accused both sides of war crimes but laid more blame on government troops and pro-government militia than on the rebels.

The killings in Daraya, a working class Sunni Muslim town that sustained three days of bombardment before being overrun by the army on Friday, raised the daily death toll to 440 people on Saturday, one of the highest since the uprising began, an activist network called the Local Coordination Committees said.

The official state news agency said: "Our heroic armed forces cleansed Daraya from remnants of armed terrorist groups who committed crimes against the sons of the town."

The death toll for the following day, Sunday, was more than 90, including civilians and fighters, according to another activist network, the Syrian Observatory for Human Rights.

It said at least eight people were killed and dozens wounded on Sunday night when security forces shelled the southern town of Basra al-Sham in Deraa province, with the death toll likely to rise as many of the wounds were severe.

Regional plot
Assad, who met an Iranian parliamentary delegation in Damascus on Sunday, said the crisis was the result of Western and regional states trying to crush Syria's role in the "resistance" against Western and Israeli domination in the region.

"What is happening right now is not just a plot directed against Syria but the region as a whole, of which Syria is a foundational stone," he was cited as saying by state news agency SANA. "The Syrian people will not allow this plan to reach its goals, no matter the cost."

The United Nations estimates that more than 18,000 people have been killed in the conflict that pits a mainly Sunni Muslim opposition against a ruling system dominated by the Assad family - members of the Alawite faith, an offshoot of Shi'ite Islam.

Reuters reporters in a southern part of Aleppo saw jets swoop over the city as thick pillars of smoke rose into the air. Residents fled in panic as rebel gunmen filled the streets, firing anti-aircraft guns mounted on trucks at a jet and helicopter flying overhead.

Rebels say they control at least half the city of 2.5 million, but their hold is fragile as long as Assad's forces can unleash their air power against fighters who are comparatively lightly armed. Some rebels in Aleppo were firing assault rifles at a helicopter gunship shooting down at them.

Egypt four-way initiative
Diplomatic efforts to stop the violence in Syria are stalled by a stalemate dividing Western countries, Gulf Arab states and Turkey - who all support the opposition - and Iran, Russia and China - who support Assad.

With veto-wielding Russia leading resistance to action against Assad, the U.N. Security Council remains deadlocked.

Egypt is seeking to arrange a four-way meeting with Turkey, Saudi Arabia and Iran, the main regional players in the conflict. Iran, a Shi'ite power, is Assad's main backer, while Saudi Arabia is believed to be supplying weapons to the rebels.

Iran accuses its foes in the West and the Arab world of fuelling the conflict by arming the opposition. Deputy Foreign Minister Hossein Amir-Abdollahian welcomed Egypt's initiative.

"Iran has its own views about the political process in Syria and will put forth these views upon the formation of this committee," he said. "We see any foreign intervention, terrorist actions and armed movements against the wishes of the people of Syria."

The Iranian parliamentary delegation that met with Assad also visited Vice-President Farouq al-Sharaa. It was Sharaa's first public appearance in weeks, quashing activist rumours that he had defected to the opposition.

Alaeddin Boroujerdi, head of the delegation, said Tehran had also suffered from "terrorism" and would continue to support the Syrian government.

"Just as Iran suffered from terrorism and overcame that difficult period, Syria will be able to do so as well," state news agency SANA quoted him as saying. "Syria's security is Iran's security."

Augusta construction company owner calls OSHA 'bullies', refuses to ...

AUGUSTA, Maine ? The owner of the Augusta construction company that faces fines of more than $9,000 stemming from alleged workplace violations involved in the death of a worker on a job site last May says he won?t pay the fines and that the government is ?the biggest bully there is.?

Linwood Stover, owner of Kennebec Home Improvements, when reached on his phone by the Bangor Daily News, said he has no intention of paying the $9,240 in fines that the Occupational Safety and Health Administration levied on Aug. 9. He claimed all the violations OSHA cited were wrong.

?I?m not going to pay them,? said Stover, who is 55 years old and has worked in construction since he was 19. ?Absolutely not. They were wrong again there.?

The recent violations in question stem from a May 15 accident at a job site in Albion. Stover and two independent contractors were renovating a camp when, according to OSHA, they jacked the structure off its foundation and onto blocks, after which one of the workers, 52-year-old Bobbie Rodriques, crawled under the building to do some work. Something ?apparently shifted? and the building collapsed, killing Rodriques, according to a statement at the time by Stephen McCausland, spokesman for the Maine Department of Public Safety.

Stover, who also was injured in the incident, called the experience ?traumatic? and claimed it was an accident. ?Someone got killed on my job,? he said. ?He was a friend. He was there for one day. He needed the money and I gave him a job.?

After an inspection, OSHA cited Stover for three ?serious violations,? each of which carries a $3,080 fine. Two of those violations involved jacking the camp off its foundation and onto blocks in an unsafe manner, while the third had to do with the failure to have someone in charge of inspecting the worksite and failing to instruct employees ?in the avoidance and recognition of hazards while working under a raised structure.? However, Stover claims he wasn?t jacking the camp off its foundation at all.

?We weren?t doing anything they said we were doing. Nothing was up on stilts or on our blocks. Everything was on existing posts they had under the camp,? he said, adding that Rodriques was trying to take a sag out of the middle of the floor.

It turns out this is not the first time Stover has butted heads with OSHA.

In 2010, according to public records, OSHA levied a $6,750 fine on Kennebec Home Improvements for five ?serious? workplace violations on another job site for issues involving wiring design, ladders, woodworking tools, and general requirements. Those fines were never paid, according to OSHA spokesman Andre Bowser, who said the issue has been referred to the Washington office, which handles debt collection.

Stover admits to never having paid the 2010 fines, and claims he never will. Again, he said the OSHA inspectors got it wrong.

In 2010, before Stover began working on that job, he said he contacted OSHA to ask about what he needed to do to create a safe worksite and not run afoul of regulations. According to Stover, he was sent a book published in 2002, ?and Mr. OSHA can?t sit there and tell me no laws have changed since 2002.?

In addition, the book proved no help because of its complexity, he said. ?You couldn?t read that book if you were a scientist!?

When OSHA inspectors showed up, Stover said they started ?picking on? him and found ?little things? to cite him for. He believes in safety, he said, but doesn?t believe it?s OSHA?s priority. ?They are not concerned about safety,? he said. ?They?re concerned about their wallet.?

Regarding the most recent violations, Stover has until Aug. 31 to respond, according to Bill Coffin, director of OSHA operations in Maine. ?Any company when they receive citations with or without penalties from OSHA have the option of doing nothing ? and nothing becomes a final order after 15 working days ? or within the same 15 working days they can schedule an informal conference,? Coffin said.

At an informal conference, the company representative has the ability to learn more about the violations and present evidence for why the citations were wrong. Coffin even has the power to adjust penalties at the meeting. But given Kennebec Home Improvements? history, Coffin doesn?t have as much flexibility as he normally would. ?I would not be able to adjust penalties on new fines if old fines have not been paid,? he said.

Stover did nothing during the process in 2010, which caused the order to become final after 15 working days. About the recent violations, Stover said grudgingly that he likely would appeal, though he doesn?t have much hope it will get him anywhere.

?Their system is way broken,? he said. ?They need to fix their system before they try to fix mine.?

NORTH HAMPTON ? The North Hampton Recreation Dept. team won the USTA Under-14 Southern Maine Summer Tennis League District championship on Tuesday in Portland, Maine.

North Hampton defeated York Golf and Tennis Club, 4-1, and will go on to compete in the Sectional Championships in West Hartford, Conn., next week.

The team includes the following players: Dylan Taylor (North Hampton), Connor Murphy (Stratham), Sam Ades (New Castle), Brennan Dordoufis (Stratham), Mary DiHarce (North Hampton), Izzy Leonardi (North Hampton), Rose Campanella (Wells, Maine) and Jenny Freedman (North Hampton).

In boys singles, Taylor split the first two sets (4-6, 6-3) and then and won the third set tiebreaker 10-8 against Ian Hovde of York.

In girls singles, Campanella won against Sarah Conley of York 6-0, 6-0.

In boys doubles, Dordoufis and Murphy played a very competitive match against York's James Peter and Michael Bridgeman but lost in split sets 6-4, 5-6 and lost the third set tiebreaker 12-14.

In girls doubles, Leonardi and DiHarce played Ali Lawlor and Grace Holler of York and beat them 6-2, 6-1.

In mixed doubles, Campanella and Ades beat Sarah Conley and Ben McLean of York 6-0, 6-2.
